mathias who is in london. he has all the details on this. a big shock over there, raj. >> reporter: yeah, it is. that's a lot of people. eight olympians like you mentioned asked to pack their bags, leave the village and go back to their respective countries. they are all female badminton players. this is not about doping or drugs this is about intentionally trying to lose. why would do you that? what happened is they were trying to get more favorable position in the badminton draw. they were hitting into the net. the crowd was booing them. eight players have been dq'd from these games. big news here in london. all happening within the last "60 minutes." on to some more positive news we're talking about team usa gymnastics. if you were like so many people in the united states and around the world you stayed up late to watch the coverage and they did it. the fab five, do you know the

names, aly, jordyn, gabby, mckayla and alex and we were hanging out with them a short while ago and they were all smiles. they said yeah we're a little tired, we slept with our gold medals but they were all in great spirits. they are going to be appearing on the "today" show in a short child. also with me for our evening newscast. really nice. they captured the hearts of millions of americans. team usa gymnastics team only for the second time in u.s. history they won the team overall gold. okay. what do they do first thing this morning before they showered or put on their clothes? they started to go to twitter and the one thing that jordyn wieber wanted, here we go. she tweeted now that we are olympic champions can we please meet justin bieber? you know what? that's what you can do when you're an olympic champion and then what happens. justin bieber reprice back, congratulations and so forth. so they are now buddies with

"today in the bay," christie smith has the latest. good morning. >> reporter: good morning to you. sure seems like the hits keep coming against the oakland police department. this time from the city auditor's department that's releasing a report today. basically saying that the department spent about $2 million on equipment that it either didn't use or wasn't used enough. starting with the shot spotter technology system. basically what that is, is a system of microphones set up all around oakland that can pick up the sound of gunfire and help

police get to the scene quickly. report found there were staffing issues and police only had one computer for it that wasn't always monitored. the report covers from 2005 to 2011. while police spent a million dollars on a video system for the patrol cars here that could record interactions with residents it didn't even work and the vendor went out of business but that system was tweaked into lapel cameras for officers. three vendors in all actually went out of business with no opportunity for refunds. the report criticizes the i.t. department. the city auditor recommended about 22 ways that the oakland police department can improve. if you want to look for yourself that report is listed on the city's auditor's website.

wounded near san bruno drive. two men ran up to the victims, fired shots and then took off in a white four door car. on monday two people died in a shooting less than two miles away. on sunday a teenager was found shot to death in the diamond heights backyard. no arrests in any of those murders. a memorial service will be held this morning for a couple murdered in their own home. pedro and mary belle jimenez were shot to death last week. the sect 31-year-old pedro medina is still on the loose. he once dated mary belle and could have killed the couple out of jealousy. >> the man at the center of the controversial pepper spraying incident at uc davis is no long ear cop. john pike and other officers were captured on camera dousing students with pepper spray during a peaceful protest last november. the video has had more than 2 1/2 million views on youtube

as of this morning. the university confirming lieutenant john pike is no longer on that force but will not say at this point exactly why. he's been on administrative leave since the incident and an independent investigation concludes the use of pepper spray was quote unreasonable. new details this morning an out of control driver who crashed into two homes in east palo alto last week has come over. the 20-year-old man admitted to hitting the homes and barely miss baby that was sleeping in a bassinet inside. investigators are interviewing the man and say they will forward that case to the district attorney for possible charges. it is 6:10 right now. we can tell you one man's olympic dream is still intact but his bronze medal broke in half much we'll go back to london for an unusual story. plus a new era in health care for women.

thrown in just moments. >> do the crime got to do the time. this is a campus police officer involved in last year's infamous pepper spraying incident. john pike was caught by cameras dousing protesters with that spray. university at this point will not say whether he quit or he was fired. first opposition now support. today is national chick-fil-a day appreciation. people will turn out in defense of the company's ceo who has come under fire for his anti-gay comments. this friday gay rights groups say they will stage kiss ins at chick-fil-a. >> 6:14. new this morning, big changes in health care. the next phase of the affordable care act kick in and women are the beneficiaries. boredell live in san jose with the new coverage and the old controversy. good morning, bob. >> reporter: good morning to you. this new provision that goes into effect today could help a lot of women, 47 million

according to the u.s. government. starting today new health insurance plans must provide preventative care for women at no cost to the patient. up until now some women avoided preventative care because their insurer didn't cover it or charged high co-pace. the law mandates no co-pay or deductible for things like routine breast and pelvic exams. tests for hiv and hpv, hpv the virus that causes cervical cancer. >> best example if we can find cervical changes at the very early precancerous stages we can prevent cervical cancer from happening. same with mammograms. earlier we can detect these small things less likely to encounter disease that requires more intervention. >> this new provision has been controversial for religious organizations who have a moral problem with birth control. they don't believe that they should have to provide

contraception as a new part of the provision mandates. what's happened the government has compromised in the mean time, they let them be exempt for a year so that both sides can come up with some sort of middle ground. reporting live here in san jose, bob redell "today in the bay." within the last hour we have breaking olympic news out of london this morning. >> the badminton federation disqualified eight athletes. let's go to raj mathias in london with the details. good morning, raj. >> reporter: good morning. good afternoon. it's a strange one. usually we talk about doping or drugs but this time suspensions for trying to lose a match. now in terms of what's happening here eight female players all doubles badminton players from various countries, indonesia, china and south korea have been asked to leave the olympic games and go home. they have been disqualified. they were intentionally trying to lose their matches to get a more favorable position in terms of the badminton draw.

that's against most spirits of any sports and especially the ioc. the international olympic committee has definitely opened the way and they are now gone, leaving these olympic games. on a much more positive note we're talking about michael phelps. everyone waking up in the bay area to some history. what we saw yesterday was simply amazing. number 18 and number 19 in terms of his career olympic medals and that's number one of all time and here's something we don't talk about too often gold medals equals a gold mind. michael phelps will be cashing in. before this record even last year in terms of endorsements he was making about $10 million a year just in endorsements alone everything from speedo to kellogg's to pge and everything he endorses. now michael phelps will add to his bottom line. in terms of the gymnastics, guess who we hung out with just a short while ago. the fab five. yes. team usa gymnastic, they are so excited, the gymnasts who won the overall gold last night

both sides made their opening arguments on tuesday. marketing director testified briefly. the whole thing will pick up on friday in federal court in san jose. tuesday we saw samsung convince the jury that its tablets and phones look like apple's not because they are copying the cupertino company but because that's just the way that phones should be. function is actually a legitimate defense and it's probably where samsung will go in its strategy. cars have four tires and a round steering wheel. that's not copying that's the way cars worked out. to paraphrase samsung all smart phones are recognitangles. new owners bought the former high flying website for $500,000. the new dig very different looking more like a newspaper than it is a list. it's online now. you may have gotten an e-mail for lawyers representing a class

contraception except for some religious institutions. the new rules will have a remarkable impact. >> cervical cancer is the best example. if we can find changes at the pre-cancerous stages we can prevent cervical cancer from ever happening. same with mammograms. earlier we can detect these small things less likely we're to encounter disease that requires more intervention. >> many people will not see a change until after their insurance plans next open enrollment period. used because of staffing shortages. others didn't work as expected. and a system to help identify risk behavior by officers was missing components. "today in the bay" christie smith will have more. 6:32. a proposed mosque in the south bay will get new scrutiny tonight. the south bay islamic center wants to build a mosque on 15 acres of land near san martin. tonight county planners are discussing the project at a meeting in morgan hill. the cordova center could consist of a mosque, semialternative multipurpose building. some residents are concerned about the impact of the development on the mostly rural area. we can tell you the list of proposed sales tax hikes is growing right here in the bay area. santa clara county supervisors taking a final vote tonight to ask voters in november for an eighth of a cent increase up to 8.5%. that would generate an estimated

$500 million often years. money raised would go to preventative health care programs at santa clara county medical center. san mateo county will also put a half cent sales tax hike before voters in november. san jose will consider a similar measure happening next week. just last year a total. six bay area counties bolstered sales tax rates to some of the highest in the entire state. >> a serial car thief's career is open. palo alto roa palo alto police arrested rinaldo gomez. the palo alto just upgraded its security cameras which were helping in track being gomez down. >> just made an upgrade about a month ago, and we have a number

of cameras that are really good resolution and they are in color and hd and showed some good footage. >> gomez was caught trying to use a stolen credit card from a palo alto victim. after searching his home they found a cache of stolen items. >> you've noticed we drive on some of the poorest roads in the country right here in the bay area and as the nbc investigative unit uncovered lack of roadway maintenance can cause accidents even deadly once. >> reporter: from potholes to uneven pavement there's growing concern that if roads continue to be neglected your chances of being in a car crash will only increase. crunching the numbers from the national highway traffic safety administration from 2001 to 2010, we found nearly 70 people were killed in car crashes in the bay area.

all were caused by road conditions. such as uneven pavement or poor signage. >> depending on the level of deterioration of pavement you can have 20, 30, 40% increase in crashes. if you have very slick pavement that's worn, if your shoulders are worn or not paved. . >> i'm and time again we see them waiting until there's a lawsuit and they are forced to by publicity or having to pay a verdict to fix something that they could have fixed years and years ago. >> reporter: caltran admits it's had difficulty keeping up with needed repairs due to lack of funding but says that has not impacted safety. >> basically, safety is our number one priority. so anything that's gone through and we can see that there's an issue that needs to be addressed safety wise we always prioritize that first. >> reporter: to improve our roads from poor to good condition the metropolitan commission says caltran has to spend $975 million annually.

meteorologist christina loren is here to answer. >> it will be hot inland. the best part about living here in the bay area you don't have to travel 30 minutes, 40 minutes to get to the cool coast. taking a live look. this is san jose this morning. you can see where the low clouds filled in our inland valleys. not so much in the east bay. in is bay it is. 80s in san jose whereas we're forecasting mid-90s in the extreme east bay. that's where it will be the hottest. we're at 53 in san francisco. full deck of clouds overhead for now in san francisco and kind of right along the california coastline until 9:00. hour by hour details works out like this. 80 inland, 94 degrees at 4:00 p.m. opportunity ready for the hot weather. at about noon you should be good by 4:00 p.m. bay side not the coast natural cooling. 80 degrees at 4:00 p.m. 69 at the coast. changes cooler weather on the

this one has been nothing short of a massive mess but the lights are back on anyone da. an investigation are under way into two power outages that plunged people into the blackness. 500 trains were brought to a halt, stranding tens of

we're continuing to follow breaking news out of london this morning. where eight athletes have been disqualified from the 2012 games. raj mathias is following the big development. he joins us live in london with the details. raj? >> reporter: it's a big one. eight olympians have been disqualified. all female badminton players. within the last 15 minutes or so we're learning some of those players are now appealing this decision, so this story is far from over. let's give you some background of what's happening. eight players from the countries representing indonesia, china and south korea. they were intentionally trying to lose their matches to get a more favorable draw in this olympics tournament. that's against the spirit of the ioc and against the spirit of

most every sport and organization across the world so these eight players as of right now eight of them have been disqualified but once again we're saying some of them are appealing the suspension so probably in about an hour or two we'll find out the bottom line what's happening here in thrown. what else is happening here in london? all smiles for team usa gymnastics, when you're on top of the world what do you do? how about take a bite of that gold medal. we're hanging out with the fab five just a little while ago. all smiles. they are so excited. they said they did sleep a couple of hours. they are treated like rock stars. big red carpet treatment. aly, jordyn, gabby, mckayla and kayla having a great time. mckayla maroney will join us for our eveningnewscast. they can't be more excited about all the support they are getting. the fab five on the "today" show in 15 minute. michael phelps, this is big not just in the pool but also outside of the pool.

it's been an up and down few years for him personally speaking. you might recall in 2009 a british tabloid had a big photo on the front page of michael phelps smoking marijuana. he said it's been a tough time in his life. he then said he lost some of his motivation in terms of training but gotten it all together obviously because now here in london he's won two more medals. up to 19 in his medal count which is number one in the history of the olympic games. from phelps we go to one of our local swimmers. how about scott wells. he's looking for medal number one. not at phelps level but trying. scott wells from san jose born and raised in the south bay, he then went to uc davis and at one point was car salesman but now he's thinking about gold, silver or bronze tonight in london he'll be competing in the breast stroke and he has the wells family is here from san jose to cheer him on. we have all sorts of story lines of all the olympics we covered i can't think of one that's had so

she would just go. so she would be okay. >> reporter: that should no longer be a problem for that woman's sister and 47 million other women expected to benefit from this provision according to the government. insurers must cover for free things like routine breast and pelvic exams, test for hiv and hpv, hpv the virus that can cause cervical cancer and contracepti contraception. part of that provision has been controversial for religious organizations who have a moral problem with birth control and therefore don't believe they should have to cover or provide contraception. the government has given those organizations an exemption for a year while bolt sides work out some sort of compromise. reporting live here in san jose, bob redell "today in the bay." >> 6:52. not a pleasant wake up call. oakland city leaders working up to a new scathing report an audit released overnight slamming the police department for wasting millions on unused technology.

today in the day's christie smith has more. >> reporter: good morning. more criticism coming in to the oakland police department this time from the city auditor's department with a report being released today that showed that even in the face of budget problems the police department spent nearly $2 million on technology equipment that either wasn't used or wasn't used quite enough. starting with this shot spotter technology system, the city spent almost half a million dollars on it. ate series of microphones that can pick up the southern of gunfire and help police get to that scene quickly. the report found there were staffing issues and police only had one computer for it that wasn't always monitored. the report covers five years from 2006 to 2011 and it also found police spent a million dollars on a video system for its patrol cars that could record interactions with resident, it didn't work. now the city auditor recommended 22 ways to improve the system. if you want to see the report

itself it is online this morning on the city auditor's website. in oakland, christie smith, "today in the bay." >> 6:53. volunteers in morgan hill will be out searching for lamar. one day after a san jose judge postponed a hearing for are the torres accused of kidnapping and killing lamar. >> there is a fourth deadly shooting in san francisco. this all happening just over three days. one man was killed. a second wounded near san bruno drive last night around 10:00. police say two men ran up to the victims, started firing shots. then they took off in a white four door car. on monday, two people died in a shooting less than two miles aafrom that scene. on sunday a teenager was found shot to death at a diamond heights backyard. so far no arrests have been made

in any of the shootings. >> a memorial service for the san jose couple murdered in their very own home. pedro and mary belle jimenez were shot to death last week with their three small children inside of that house. the suspect 31-year-old pedro medina still out on the loose. police say he once dated mary belle and could have killed the couple out of jealousy. the man at the center of the controversial pepper stray incident at uc davis is no longer a campus cop. you've stheeen this video. he doused the students with pepper stray during a peaceful protest last november. that video so far has gotten over 2 1/2 million views on youtube, that count as of this morning. the university confirming lieutenant john pike no longer on that force but at this point will not say why. he has been on administrative leave since the incident and an independent investigation concluding the use of pepper

spray was quote unreasonable. 6:55. an investigation is under way this morning after a passenger on air canada flight found a suing needle in a catered sandwich. a spokesperson for air canada said the airline is work closely with its caterer to ensure heightened security measures have been put in place. police are investigating an incident on a flight from victoria british columbia to toronto. we're waiting on the fed which will release its latest information about interest rates come about 11:00 this morning. the dow industrials up 50 point as we wait. really nothing the fed can do other than just extend the length of time that we're paying practically zero interest rates. this morning a new app popped up on the apple app store. amazon streaming on demand for your ipad. you can rent or buy movies on your ipad.
